FUNDERS - HOME AND COMMUNITY-BASED SERVICES (HCS)

Smiling woman and caregivers According to the Texas Department of Aging and Disability Services ("DADS"), the HCS program for persons with mental retardation provides individualized services to people living in their family's home or their own homes in the community (Waiver Program authorized under Section 1915(c) of the Title XIX of the Social Security Act.)

Covered services include:

  • adaptive aids;
  • case management;
  • counseling and therapy (includes audiology, speech/language pathology, occupational therapy, physical therapy, dietary services, social work, and psychology);
  • minor home modifications;
  • dental treatment;
  • nursing;
  • residential assistance;
  • respite;
  • day habilitation; and
  • supported employment.

For a person to be eligible for the HCS program, he/she must:

  • be eligible for Supplemental Security Income (SSI) or be in one of the optional categorical coverage groups as specified in the HCS Waiver Renewal Request 1993-1998;
  • be eligible for an ICF/MR I, V, VI level of care;
  • have a determination of mental retardation in accordance with state law;
  • have an Individual Plan of Care for waiver services which does not exceed state limits and have made a choice of the HCS Program over the ICF-MR Program; and
  • not be enrolled in another 1915(c) waiver program.

Refer applicants of home and community-based services who seek enrollment to one of the Local Mental Health Authority (MHA) and/or Mental Retardation Authority (MRA).
