FUNDERS - INTERMEDIATE CARE FACILITIES OF MENTAL RETARDATION (ICF-MR)

Caregivers help two boys in cafeteria According to the Texas Department of Aging and Disability Services ("DADS"), ICF-MR/RC (Intermediate Care Facilities for the Mentally Retarded/Related Conditions) is an institutional model of service that provides 24-hour, supervised care for individuals with a primary diagnosis of mental retardation or related conditions.

ICF-MR/RC services are provided in settings of 6 beds or greater, including large state institutions. There is currently no additional funding for new ICF/MR facilities and there has not been for several years.

Facilities may be operated by private or public entities. They provide residential and habilitative services, skills training and adjunctive therapies with 24-hour supervision and coordination of the individual program plan. These residential environments range from 6 beds to several hundred beds for persons who have mental retardation or a condition related to mental retardation.

Client Eligibility

The person must be eligible for an ICF/MR Level of Care of 1 or 8. Additionally, the person must meet income and resource limit requirements of SSI or Medical Assistance Only (MAO) programs; have a determination through Social Security that a disability exists; and have a determination of mental retardation or a related condition.
